After 17 years of processing, the Chamber of Deputies approved, without changes, Bill no. 3,729/2004, which regulates environmental licensing, creating rules to be applied by all bodies of the National Environmental System (Sisnama). On May 18, the PL went to the Senate for analysis, which could propose changes and return it to the Chamber, or approve it, in which case it will go to presidential sanction. The approved text was met with criticism for retroacting environmental protection in several provisions. Here we provide a brief history of the process and analyze some of its main points.
