Paulo César Teixeira Duarte Filho

Paulo is the partner responsible for the ​​indirect taxation (consumption) and customs practice area, having extensive experience in several business transactions, whether national or international. Due to its experience, it is one of the national references in complex chains and transactions in regulated sectors, such as oil and gas, automotive, health and its equipment, beverages, medicines, cosmetics and energy, as well as international supply chain structures for foreign or national companies with business abroad.

Abroad, he worked at Ernst & Young and KPMG, both in Munich. In Brazil, he was a partner for more than a decade in a firm specializing in Tax and Foreign Investment. He also accumulates experience at the Attorney General's Office of the National Treasury and at the Federal Revenue Service.

Paulo is a technology aficionado and is a sponsor at the office for the development of technological solutions for the tax world, which improves and brings accuracy and quality to the work developed by the team.

He is the author of the books “Double Tax Treaties Policies of Brazil”, “The Economic Double Taxation of Business Profits”, “A Chat with Young and Future Lawyers”, “So Geht's... Dienstleistungen in Brasilien” (trans. That’s how it’s done ... taxation of services in Brazil”), in addition to numerous co-authored books and dozens of articles.

In addition to his work in law, Paulo also dedicates part of his life to philanthropy, being a member of the Board of Directors of the Institution Aldeias Infantis SOS Brasil (part of SOS Children’s Villages International), which focuses on children and adolescents in situations of vulnerability. He also assists several other institutions in their activities.

He is the Executive Coordinator of the International Taxation Project at the Fundação Getúlio Vargas Tax Studies Center (NEF / FGV), a trusted lawyer at Advantage Austria, ABA Austria and the Austrian Consulate in Brazil, and a member of several professional institutions and business’ chambers.


  • PhD in Economic Law, Vienna University of Economics and Business (Wirtschaftsuniversität Wien) with thesis in “Double Tax Treaty Policies of Brazil”.

  • Master of Laws Degree (LL.M.) from Ludwig-Maximilians-Universität, Munich.

  • Bachelor of Laws Degree (LL.B.) from Universidade Federal de Minas Gerais (UFMG).

  • Advised the representation of the European Union in Brazil on a leading case related to IPI at the Federal Supreme Court.

  • Advised the Government of Austria on the exclusion of Austrian holding companies from the list of privileged tax regimes of the Internal Revenue Service.

  • Advised the Government of Austria in the renegotiation of the agreement to avoid double taxation with Brazil.

  • Advised a large French multinational cosmetics company in its restructuring of supply chain operations in Brazil.

  • Advised Luxottica in the acquisition and post-acquisition of Óticas Carol group.

  • Advised Canpack in the implementation of its factories in Ceará and Goiás.

  • Advised an investee of the Sovereign Fund of Abu-Dhabi (Mubadala), in the transition of the Mataripe. Refinery, part of the Petrobras divestment process, especially in indirect taxation and customs.

  • Advised the Forbes & Manhattan Fund in the transition of the Petrosix Refinery, part of the Petrobras divestment process, especially in indirect taxation and customs.

  • Advised the consortium of banks in the financing of Gás Natural Açu's UTE GNA II thermoelectric plant, in particular the tax aspects related to the plant's operations.

  • Advised the world's largest producer of batteries in the restructuring of its supply chain network.
